Use /bt in chat and uncheck Lock

Anyone having trouble moving bars just type /bt4 into chat window. This will display the options, click unlock in the top left and it’ll allow you to move bars.

No built in xp bar, best bet is to use playerXP bar nice built in addon easily to use.
